Howard L. (Chap) Goodall, 76, of 21 East Elmira St., Mansfield, a borough businessman and former borough councilman, was pronounced dead Thursday, March 1, 1984 in the emergency room at Soldiers & Sailors Memorial hospital, Wellsboro after being stricken while at his business. Born June 1, 1907 in Richmond Township, Tioga County, he was a son of Herbert and Caroline Youmans Goodall. Mr. Goodall was a partner in the Wells and Goodall Pontiac-Buick dealership, Mansfield for more than 50 years. He was a member of the Mansfield Borough Council for 18 years having served as president for nine of those years. A charter member of the Mansfield Kiwanis Club, he had a perfect attendance record. He was also a member of Friendship Lodge 247 F & AM, Mansfield, the Williamsport Consistory and Irem Temple Shrine, Wilkes-Barre. He was a member of St. James Episcopal Church of Mansfield. Surviving are his wife, Connie S. Goodall; daughter, Dr. Teri Goodall Dow and son-in-law Donald R. Dow of Norwich, N.Y. and several nieces and nephews. At his request, there was no visitation. A private funeral service was held Sunday, March 4, 1984 at the Scureman Funeral Home, S. Main St., Mansfield with the Rev. Linda Leibhart, his pastor, officiating. Burial was in Prospect Cemetery, Mansfield. The family provided the flowers.
